Once you’ve created symbols out of each of the queens, create a new layer in that movie clip. Then copy and paste a queen into the new layer. Flip it vertically and then rotate it slightly to make it look like the reflection.

It’s important that the layer with the reflection is under the layer with the actual queen. Otherwise the reflection would look… well, funny. Do this for every frame, so that each queen in each frame has its own instance flipped and transparent underneath it.
